Russia and China: Partnership Expands

Abstract

The article highlights contemporary Russian-Chinese relations in key areas before and after the visit of Chinese President Xi Jinping to Moscow on March 20–22, 2023. The main attention is focused on the analysis of Russian-Chinese global geopolitical and international-regional approaches, including the specifics of the Middle East policy, “yuan diplomacy”, the Taiwan issue, etc. The main attention is paid to the study of the process of evolution of Chinese policy towards Russia in the context of the Special Military Operation (SVO) and the strengthening of the American “double deterrence” against the Russian Federation and China, including the significance and nature of the Moscow summit of the two leaders and bilateral documents signed because of it. The economic and investment projects of Russia and China, the reasons for their lagging behind the high political level, the possibilities, and prospects for the rapid and effective launch of the Russian-Chinese trade and economic “roadmap” of cooperation have been studied. Particular attention is paid to the possibility/impossibility of turning Russia into a “junior partner” of China, the limits of the political rapprochement of the two countries in the “allies-partners” format, as well as cooperation in space and strategic interaction.

China’s Socio-Economic Program: To the Results of the 20th Congress of the Communist Party of China

Abstract

In October 2022, the next, 20th Congress of the CPC was held in Beijing. The delegates heard a report over the past 5 years delivered by the General Secretary Xi Jinping, outlined tasks for the future. Xi Jinping became the new head of the party again, for the third time. The delegates focused on the development of a new strategy for economic and social development, the purpose of which is the comprehensive construction of a modernized socialist state. The new ideology – a combination of Marxism with the provisions of traditional Chinese culture was approved. Much attention was paid to the course “one country – two systems” and the peaceful solution of the Taiwan problem. The issue of the content of the global project “building a community of the common destiny of mankind” was considered. It was decided to continue the resolute fight against corruption, and special attention was paid to the purity of the party ranks.

Vladimir G. Shubin. Is the Wait Over? (To the Results of the 55th National Conference of ANC)

Abstract

This article is a continuation of the article “South Africa: Hard times” published in 2022, № 12 of the journal. It analyzes the results of the 55th National Conference of the African National Congress of South Africa, at which Cyril Ramaphosa was re-elected as president of this party. Information about other members of the new leadership of the ANC and the changes in the government of the country that followed the conference are also given.The most important of the 11 resolutions adopted at the conference are considered. It is indicated that they give an impartial assessment of the situation in South Africa: “…the ANC-led democratic movement is increasingly losing strategic initiative and moral high-ground, while the counter-revolution is gaining confidence about the possibility to remove the ANC from power and ultimately derail the transformation of South Africa...”The words are quoted from the resolution of the Conference on International Relations that the armed conflict in Ukraine “can no longer be described simply as a Russia-Ukraine war, it is primarily a conflict between the United States and US-led NATO military alliance and Russia...”It is concluded that although Cyril Ramaphosa won a landslide victory in the ANC presidential election and secured the majority support in the new composition of the ANC National Executive Committee, his struggle against charges related to theft on his farm is going with varying success, and that the results of the investigation may shift the scales in one direction or another in the upcoming 2024 general elections.

Asian Development Bank Activities to Promote Inclusive Economic Growth

Abstract

The article examines the activities of the Asian Development Bank (ADB) to stimulate inclusive economic growth (IEG) in the countries of the Asia-Pacific region (APR). The author analyzed the Country Partnership Strategies (CPS) used by the Asian Development Bank for Bangladesh and Thailand (2021–2025), the results of the economic and social development of these countries. This allowed the author to formulate the methodology used by ADB for individual stimulation of IEG in Asia-Pacific countries (based on the IEG model used by the bank, which allows quantifying IEG using 35 indicators). The CPS includes an operational business plan that contains ADB projects and other operations, the volume of borrowings and is based on an analysis of the country’s economic and social development, the goals of the national development strategy, existing growth drivers and negative factors, and an assessment of the dynamics of internal and external conditions. The operational business plan is what allows ADB to tailor IEG incentives. The experience of the ADB, the methodology of individual stimulation of the IEG can be used in Russia by the state development bank VEB.RF.

Informal Relationships in South Korea Based on Loyalty and Hierarchy

Abstract

All ties are influenced by pragmatic interests (benefits) and normative determinants. It is obvious that an individual accepts informal relationships when they serve his benefit or believes that he will receive some benefits in the future. And, of course, an individual tries to find other informal relationships when the current ones have disappointed him. The author examines informal relations in Korean society based on loyalty, reciprocity, hierarchy and aimed at obtaining resources bypassing formal procedures. Informal relationships based on group loyalty can develop on the basis of ties between relatives, friends, former colleagues or classmates, someone who was born and raised in the same district, village, who is part of the same clan or political group. There is a great influence of informal ties in South Korean business. It helps to enter or get a share of market, can reduce costs or commercial risk. Informal relations not only help to find partners and boost business, but are also a part of the solution to any problem. There are two key parameters of informal relationships: reliability and reciprocity. Lack of reciprocity results in weak tie. Reciprocity with lack of commitment reliability results in weak tie too. Direct client-patron relationships are stronger than ties with other co-members of a group or members of horizontal social networks. Informal group relationships can be defined through various contextual variables: reciprocity, ethical norms, collectivism, hierarchy, obligations to relatives, corruption.

Minorities in Modern Iran: Strategies of “Identity Struggle”

Abstract

The article examines the phenomenon of the politicization of minority identities, the features and foundations of these processes in Iran. Iran is an example of a multi-component divided society that combines a wide range of different divisions. The development of Iranian society after the Islamic revolution characterizes by the set of processes of social dynamics. To assess them, an approach based on an extended interpretation of the concept of divided societies as a category of political analysis is used. The minority problem is studied from a perspective focused on understanding the practice of politicization of social divisions set by the “Islamic political system”; understanding their destabilizing potential; assessing the potential of turning these divisions into a resource for competitive struggle of political projects in the country. The current situation of ethnic, religious and confessional minorities in Iran is described by considering the context of the official identity politics implemented since 1979 and the identity politics implemented by the elites of the minority communities who are most active in upholding their “right to otherness”. The author analyses strategies and practices used by minorities to promote their interests and identities with the official Iranian national civil macro-identity and with the current conservative discourse.

Between the Temple and the Mosque in Varanasi

Abstract

The conflict in the Indian city of Varanasi caused by the request of the Hindus to be allowed to enter the territory of Gyanvapi mosque to perform their rituals is in the center of the author’s attention. The mosque was constructed in 1669 on the site of the demolished Hindu temple. In 2021 a stone cylinder, which is supposed to be the symbol of Shiva, was found in the water tank used by the Muslims to wash themselves before the Namaz. Nevertheless, the representatives of the mosque think the object is the basement of the fountain.The case of Gyanvapi mosque received a wide public response and caused a surge of legal proceedings in the courts of the country. Radically concerned Hindu nationalists threaten to demolish the Gyanvapi mosque, as it happened in 1992 with Babri Masjid in Ayodhya. The Prime Minister Narendra Modi has repeatedly received delegations of Muslim communal leaders. He promised support for the protection of mosques and madrasas’ property and government assistance in educational programs for the Muslim youth. Nonetheless, Modi cannot stop people from applying to courts.

The First International Conference of the Mongolian Federation of Scientists

Abstract

. In October 2022, the First International Conference of the Mongolian Federation of Scientists (MFSW) and the Mongolian University of Natural Sciences (MULS) was held in Ulaanbaatar. The Mongolian Federation of Scientists is an associate member of the World Federation of Scientists (WFNR) and, like the parent organization, solves problems related to ensuring sustainable development and the responsibility of scientists to prevent the use of their scientific achievements against Humanity.The conceptual basis of the conference was the scientific developments of scientists from Mongolia and other countries in the field of mathematics, history, archeology, other humanities and natural sciences. The conference called on scientists to make efforts to create a new ethical development map leading to a balanced and peaceful existence with sustainable development, equitable distribution of wealth and reasonable and environmentally friendly use of natural resources.The problem of African development, African ethics and values was widely discussed. The conference was attended by scientists from Mongolia, Russia, Afghanistan and Spain, 14 scientific reports were heard.

Abstract

The article describes an amazing history of a phenomenal success in South Africa at the end of the XIX and the beginning of the XX centuries of a Jewish emigrant from the Russian Empire Sammy (Samuel) Marks, rising from a peddler to a multimillionaire, called at the peak of his career the “uncrowned king of Transvaal”. He founded in cooperation with his cousin Isaac Lewis several branches of South African industrial economy and helped peaceful resolution of the Anglo-Boer war of 1899–1902. Among Marks and Lewis business interests were diamonds, gold and coal. Marks and Lewis business projects included distilleries, canning and glass factories, establishing flour-mills and brick works, erecting the country’s first hydroelectric power station. Marks pioneered in using tractors and progressive farm technologies. He was also widely respected for his generous charity activities.Sammy Marks played a significant role in the peaceful resolution of the Anglo-Boer conflict. Being a friend of Transvaal president P.Kruger and trusted by both sides of the hostilities, Marks helped to organize negotiations to end the Anglo-Boer war. Peace negotiations were held and concluded in his estate at Vereneeging in spring 1902. Peace agreements opened the way for modern statehood initially in the form of South African Union. Sammy Marks was nominated senator in the first Union parliament in 1910 and held this position till his death in 1920.

“Silenced Generation”: South African Emigrant Writers and Their Fates (1950–1960s)

Abstract

The article is devoted to the problem of emigration of writers from South Africa in the 1950s–1960s. Using the example of the fates of three South African writers – Peter Abrahams, Nat Nakasa and Arthur Nortier – the author raises the following questions: what were the reasons that forced the creative intelligentsia to leave their country? What was the state policy towards emigrants in the 1950s and 1960s? Why did emigration become an opportunity for some writers to gain political and creative freedom, while for others it became a path to self-destruction, loneliness and death? The problem of emigration and emigrant literature of South Africa is almost unexplored both in South Africa and in foreign historiography. However, the study of the fate of South African emigration sheds light on similar processes and problems in the history of other countries: the causes of emigration of intellectuals, the relations between writers and authorities, the problem of self-identification of representatives of various diasporas abroad, as well as the problem of intercultural and interracial dialogue both in literature and everyday life.
